v0.8.3 makes the approval queue phone-ready: mobile action cards, full-screen safe review panels, tap-friendly approve/reject/cancel controls, readable badges, and stacked sandbox result logs. Existing backend approval/executor rules are unchanged.

Allowed in this phase:
Render status filters, action cards, safe detail drawer, approve/reject/cancel confirmation surfaces, risk badges/warnings, manual refresh, safe 30–60 second polling, mobile UX, and UI QA/accessibility states. Existing backend approval/executor behavior is unchanged.
Not allowed yet:
No executor polling, no accidental approval, no execution, no publish/send/spend/pause/rollback, and no external platform writes. Keyboard/mobile controls still require final confirmation and only use existing safe internal endpoints.
